FireAlpaca is built for exactly that starting point: free, a fifty-megabyte download, and usable on old hardware, with twenty-three million downloads worldwide. It is not a cut-down version either — layers, blending modes, masks, transforms and proper pen pressure are all there.
It is unusually good for comics: panel division tools and layout guides are built in, alongside 3D perspective, symmetry and curve rulers that remove a great deal of manual line work on backgrounds. An onion-skin mode covers simple frame-by-frame animation. Windows and macOS, with an interface in ten languages. The same studio sells FireAlpaca SE for a stronger brush engine if you outgrow it.
