Kenney's answer is making a consistent set himself and giving most of it away: thousands of free game assets for 2D, 3D, UI, audio and effects, many under CC0 for personal and commercial projects. The Particle Pack, for example, has 80 files under Creative Commons CC0. The site also offers free open source Starter Kits for several genres and paid tools for making 3D models.
