Ludashi (Master Lu) is built for both: it reads the real model and parameters of the CPU, graphics card, memory and disk in one click, then runs a benchmark to show how each part performs, so you do not have to take the seller's word for it.
The benchmark scores the processor, graphics, memory and disk separately, then adds them up to an overall score, which makes it easy to compare against other machines and spot which part is the bottleneck. It can sit in the background and watch hardware temperatures, warning you when things get too hot. The current 6.0 release on the official site supports Windows 7 and later, the download page offers the installer directly, basic features are free and some advanced ones belong to a paid membership.
