Creative Cloud fails halfway through installing, reinstalling after an uninstall complains files already exist, and no amount of retrying helps. Usually it is leftover files and registry entries from the previous removal. Adobe's own Cleaner Tool exists to clear that mess: pick a few options on the command line and the residue of the chosen products is gone.
There is no GUI; you answer a handful of prompts for language and product and confirm. Note that it only cleans up after Adobe products that were already uninstalled the normal way; it does not uninstall anything for you.
